The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from different nations. Immense energy is allocated on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly gives way to grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Following this, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a entire defensive failure until conditions improve in its advantage.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
