American senators are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.
Deepening Impact of Federal Closure
The effect on Americans from the longest closure of the federal government in history deepened on Saturday, as government employees went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Proposal from Florida Resort
As weekend meeting got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Response
Democratic senators shared concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another lawmaker responded to the censure of carriers by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for Medicare for All."
Continuing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a small group of centrist lawmakers to end the closure in return for a future vote on the ACA subsidies.
One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and continue the subsidies for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the future of the tax credits.
"Doing nothing is derelict because people will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."
Partisan Dynamics
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some analysts suggested that the core of such a proposal would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
